Filing For a Civil Suit Against Dhs?

Hello everyone my name is millie tuck.. in March 2005 I got sent to a group home.. well little did we know dhs and the judge did not sign and approve my Permanency plan.. I was gone for 10 months . What should I do. I am currently 21 years old now and I would like some info to go on about this... Does anyone know good lawyers in the State of Tennessee
