Should you makeover hair or wardrobe first?

On makeover shows, I usually see people getting a new wardrobe before having their hair and makeup done. Is there a specific reason or benefit to doing it in this order? If you wanted to give yourself a makeover, would you have your hair cut first and then work on clothes, or vice versa?
